| Job Description | Duties
The Culture & Linguistic (C&L) Specialist is responsible for the development, implementation, and evaluation of L.A. Care’s Cultural & Linguistic Services Program. Using internal and population data sources, the C&L Specialist identifies and prioritizes needs to develop C&L programs and services, to ensure culturally competent care to L.A. Care members. The C&L Specialist, in collaboration with other Health Services departments, implements and evaluates interventions to improve language access and to address health disparities of L.A. Care members. The C&L Specialist also serves as liaison to Plan Partners (PPs) and Participating Physician Groups (PPGs) to ensure full compliance with requirements from the state Department of Health Care Services (DHCS), Managed Risk Medical Insurance Board (MRMIB), and state and federal laws. The C&L Specialist’s scope of work includes providing technical assistance, education, monitoring and oversight of PPs and PPGs through committee meetings, regular reporting, and audits. The C&L Specialist also coordinates and/or offers provider education regarding C&L requirements and services to L.A. Care’s provider network. In addition, the C&L Specialist is responsible for the coordination of cultural competency training sessions such as Health Care Interpretation Training and other relevant educational topics, as required by the State DHCS. The C&L Specialist is required to address quality improvement issues such as complaints and grievances, after hour language access, and other clinical care issues that ensure culturally appropriate, sensitive care for members. |
| Qualifications | EDUCATION/TRAINING:
Required: Bachelor's Degree in Public Health, Health Care Administration, Health Services, Health Policy, or related. Preferred: Master's Public Health (MPH) REQUIRED EXPERIENCE: Minimum 5 years experience in managed care. Minimum 3 years in Health Education and/or Cultural and Linguistic services. Cultural and linguistic or health education program development, implementation and evaluation. Management of multifaceted programs for culturally diverse communities. Superb knowledge with Microsoft Office Suite. Excellent verbal & written communication skills. Detail oriented and ability to produce high quality work. Analytical and ability to solve difficult problems. Excellent interpersonal skills. FOREIGN LANGUAGES: Bilingual or bicultural preferred |
